Changes to disclosure and barring


The coalition government recently agreed to review the existing vetting and barring scheme and criminal records system, in order to scale them back to a perceived common sense levels. In May this year the Protection of Freedoms Act received Royal Assent and as a result a number of changes come into effect this month.

Key changes to disclosure and barring:
  • Abolished: registration and monitoring requirements
  • Redefined scope of ‘regulated activity’ – the activities involving close work with vulnerable groups which a barred person must not do
  • Abolished: ‘controlled activities’

As a result of the on-going changes the Criminal Records Bureau and Independent Safeguarding Authority will be combined to create one single public body called the Disclosure and Barring Service (DBS). It is expected that the DBS will be operational from December 2012.
